This Action Plan is intended for use as a key reference document for the Commission's work until 2012. As outlined in this document, we will regularly measure and report on progress against the actions listed. We have set out a significant body of work and we look forward to working closely with all our stakeholders, and particularly with the industry members and consumers, in progressing these actions.

This strategy statement sets out the Commission's key objectives for the coming five years. Our previous strategy statement (2005 to 2009) set out our ambitions for developing the regulatory framework for the small public service vehicle (SPSV) industry. In executing that strategy, we introduced a range of reforms that have begun the transformation of the industry in Ireland.

2009 has seen the continued advance of a number of the Commission’s objectives, notably in the form of new driver and vehicle standards for new entrants to the market. This means that for the first time since the market was liberalised, those entering the industry must prove they have a sufficient knowledge of the industry as well as geographical knowledge, and a modern, suitable vehicle. Ensuring that these new entrants are skilled and committed to the industry will help raise overall standards and ensure fair competition for all operating within the business.
The reforms contained in this document are the culmination of a number of the Commission's activities. Firstly, they are a natural progression in our ongoing reform of the industry, having been shaped by continual planning and regulatory impact assessments. Some of these have been committed to in previous actions plans and have been either brought forward or progressed to a greater level of detail. Secondly, they are a proactive response to the recommendations contained within the Goodbody Economic Review. Thirdly, they reflect the views put forward in our recent public consultation, which included feedback from both industry and consumers.

This Report presents an account of the work of the Commission for Taxi Regulation in 2008 and an indication of its 2009 work programme.
Goodbody Economic Consultants were instructed by the Commission to undertake a review of the SPSV industry in order to provide information to the Commission on trends in a number of areas, including, supply and demand, earnings, working hours, the impact of liberalisation, regulation and reform and how the provision of services are made available to consumers. The Commission will use these findings to help inform policy in coming years. As could be expected, the findings of the review show an industry in transition, highlighting significant changes since liberalisation in 2000.

This document originally published in November 2007 outlined the new Vehicle Standards for SPSVs in Ireland. Its primary aim is to improve the quality of service, accessibility, comfort and safety of all passengers and drivers. This document contains an addendum page to clarify recent developments.
